This world is usually run by twice the time speed of things around it, and used by speedsters or time manipulators. Different parts of this space causes different things based on what is accessing it, how it is being accessed.

A place outside of Time, is usually completely black covered in darkness, a place where the world was first created. Standing in this world you can actually look down at all the timelines, much like standing over a small creek with all the little creek lines. Different points in the creek different timeline entries, different creek lines are different universes.
